Legacy is not publicly available. Access is extended to licensed customs brokers, trade operators, and independent compliance auditors by application, at no cost during the evaluation window. Applications are reviewed in the order they arrive. The practitioners admitted now will operate across every jurisdiction as it enters the model.

Context / The mechanical burden of declaration

The broker fatigues. Legacy does not.

Customs declaration is 89 data elements of deterministic rule-following, done under real deadlines, with real legal consequence. A reviewer is brilliant at the judgment in it procedure, valuation, preference, plausibility. They are less brilliant, by the fortieth case of the day, at transcribing a bill of lading.

In our benchmark, a senior broker processing forty consecutive standard imports drifted from a 19:30 median to 31:45. Field-level errors rose from 3.2% to 8.7%. At case forty, the broker asked to stop. Legacy does not carry a fatigue curve.

The model at case 9,000 is the model at case 1. The broker at case 40 is not the broker at case 1. The arithmetic of a working day no longer favours the unassisted operator.

Economics.

Every field that touches value, duty, and VAT extracted, reasoned against tariff tables and legislative requirements, reconciled and assembled without transcription. 294,312 field values across 9,250 preparations. Zero transcription errors. The mechanical spine of the declaration, carried autonomously within the model’s validated envelope.

Legislation.

The CDS category mandation table, enforced deterministically. The WCO DEC-DMS v3.6 schema, validated at assembly. Fifteen procedure types covered end-to-end. Legacy reasons against the full body of applicable customs legislation autonomously verifying every data element against HMRC rules, VAT regimes, and government notices before the declaration is ever presented for review. The model knows the law. It does not guess.

Audit.

Legacy audits itself. Every field, every decision, every assembly recorded by construction. A compliance officer can answer “where did this value come from?” in under ten seconds. The answer is not “the broker typed it.” It is “extracted from page 2 of invoice 300537/2025 with 96% confidence,” or “reviewer decision · PVA · 14:32:07 · 2026-03-15.” The model produces the audit trail customs authorities demand before they demand it.

One shipment. Eighty-nine data elements. One defensible declaration.

Legacy is three layers. Extraction reads commercial and transport documents and produces structured field values with confidence scores and source citations. Decision capture records reviewer-authoritative inputs procedure, VAT, duty preference, valuation. Assembly is deterministic: it combines them, enforces the CDS category mandation table, and emits XML valid against DEC-DMS v3.6. The reviewer approves. The model does not submit on its own initiative.

Evaluation / Three phases, one independent panel

From a mechanical burden to a validated operating envelope.

§ 3 / Phase 1
Controlled accuracy.
500 declarations processed individually. Every extraction result independently verified against source documents by a second reviewer. Field-level accuracy established under ideal operating conditions: 97.97%.
§ 3 / Phase 2
Throughput acceleration.
1,200 declarations processed in parallel by four trained operators. The question: does concurrent operation, higher throughput, and reduced per-case review time measurably alter accuracy or compliance behaviour? Answer: no drift.
§ 3 / Phase 3
Sustained operation.
7,550 declarations across an extended continuous run with rotating operators. Crossing shift boundaries, accumulating volume, spanning load variance. Accuracy, handling time and mandation compliance held steady to the last case.
Panel
Three-auditor independent review.
A customs compliance specialist (23 yrs HMRC / authorised procedures), a trade legislation specialist (UK BOM and UCC alignment), a VAT auditing specialist (Big Four, deferred-VAT and PVA). Methodology reviewed in advance. Dispute resolution reviewed after the fact.

Admission opens.
Legacy is open to licensed UK customs brokers and independent auditors for supervised observation on their own shipment files. Applications are reviewed in the order they arrive. Admission closes when the current group reaches steady state. Brokers admitted during this window are the first invited to each subsequent jurisdiction as it enters the model.

Roadmap / Integration sequence

The United Kingdom’s CDS is the validated jurisdiction. The systems below sit on the forward programme schema studied, authority engagement opened, validation to follow. Legacy’s reasoning engine reads and verifies against the customs legislation of each jurisdiction autonomously. Status reflects the stage of integration with each authority. The practitioners admitted during the UK evaluation window will be the first invited to each subsequent jurisdiction as it enters the model.
