Legacy is not publicly available. Access is extended to licensed customs brokers, trade operators, and independent compliance auditors by application, at no cost during the evaluation window. Applications are reviewed in the order they arrive. The practitioners admitted now will operate across every jurisdiction as it enters the model.

Customs declaration is 89 data elements of deterministic rule-following, done under real deadlines, with real legal consequence. A reviewer is brilliant at the judgment in it procedure, valuation, preference, plausibility. They are less brilliant, by the fortieth case of the day, at transcribing a bill of lading.
In our benchmark, a senior broker processing forty consecutive standard imports drifted from a 19:30 median to 31:45. Field-level errors rose from 3.2% to 8.7%. At case forty, the broker asked to stop. Legacy does not carry a fatigue curve.
The model at case 9,000 is the model at case 1. The broker at case 40 is not the broker at case 1. The arithmetic of a working day no longer favours the unassisted operator.

Audit.
Legacy audits itself. Every field, every decision, every assembly recorded by construction. A compliance officer can answer “where did this value come from?” in under ten seconds. The answer is not “the broker typed it.” It is “extracted from page 2 of invoice 300537/2025 with 96% confidence,” or “reviewer decision · PVA · 14:32:07 · 2026-03-15.” The model produces the audit trail customs authorities demand before they demand it.

Legacy is three layers. Extraction reads commercial and transport documents and produces structured field values with confidence scores and source citations. Decision capture records reviewer-authoritative inputs procedure, VAT, duty preference, valuation. Assembly is deterministic: it combines them, enforces the CDS category mandation table, and emits XML valid against DEC-DMS v3.6. The reviewer approves. The model does not submit on its own initiative.

Legacy’s reasoning engine reads and verifies against the customs legislation of each jurisdiction autonomously. Status reflects the stage of integration with each authority. The practitioners admitted during the UK evaluation window will be the first invited to each subsequent jurisdiction as it enters the model.
